提昇災害應變作業效能-以實際操作案例為例

摘要

本研究所採用之方法，係藉由去年度敏督利颱風及七二水災與艾利颱風事件之案例分析，及今年度實際參與地方颱風應變作業，配合協調官運作機制與地方政府執行風災、水災，災情查報通報作業調查問卷，進行重覆檢核。藉此提出各層級政府在災害應變作業上檢討與建議，希望有助於提昇災害應變作業效能。

Improve the Effectiveness of Disaster Response Operations- Actual Objectives from Case Studies

ABSTRACT

We suggest that disaster response operations assessment and recommendation for government can be a valuable contribute in improving the effectiveness of disaster response operations. The suggestions of the following items: (1) case studies of Mindulle and Aere Typhoon in 2004, (2) participate in emergency response procedures for local governments, (3) an investigation on operation mechanism of coordinator, (4) an investigation on compound disaster examining and notice system for governments.
