亞太區域安全格局下的台灣安全

摘要

亞太地區主要的安全秩序是一種雙邊聯盟、多邊對話與外交的混合體，是一種環繞於美日雙邊聯盟而組成的體系，亞太地區沒有像北約組織一樣的區域性集體防衛體系。東協區域論壇雖然提供了信心建立措施場所，但卻缺乏衝突發生時遏制侵略的機制。就台灣而言，緊急情況時唯有美日安保條約才能提供快速有效的支援。本文擬就亞太區域安全現狀下探討台灣安全，中共要挑戰現存的安全格局必須付出昂貴的代價，同理，台灣要維持既有的生存安全，則要結合區域安全格局尋求助力捍衛台灣的生存安全。

Asia Pacific Regional Security and Taiwan Security

ABSTRACT

The Asia Pacific regional security order is a mixture of bilateral military alliance and multilateral security dialogues that surrounding U.S-Japan military alliance. Asia Pacific is lack of the kind of regional collective defend system like NATO does in Europe. Though ARF provides a room of confidence building measure in Asia Pacific, it is not an effective multilateral security mechanism that can deter external aggression. To Taiwan, the external factors only U.S-Japan military alliance can provide effective rescue from PRC aggression. In this article, the author will try to analyze the Taiwan security under Asia Pacific regional security structure.
