大陸地區人民處理中心危機事件之研究—以新竹處理中心為例

摘要

本研究將大陸地區人民處理中心最可能遭遇之危機，歸類為環境危機（火災、水災、地震等）與人為誘發危機（脫逃、自殺、暴動、人質事件、重大傳染病等）。文中利用文獻分析法、個案研究及深度訪談法，分析、探討新竹處理中心收容人逃脫案例及四名收容人與和平醫院疑似感染嚴重急性呼吸道症候群（SARS）之病患接觸案例等二個實際個案。並引述危機管理之概念，以整合性與系統性之觀點，擬定處理中心危機管理整體應變策略，進而建構處理中心危機管理運作之機制，並於結論提出建議及後續研究。

Research of Crisis Events of The Mainland Detention Center—Take Hsin-Chu Detention Center As an Example

ABSTRACT

Mainlander’s Detention Center was in charge of shelter, management and trespassing the illegal immigrants from Mainland China since July, 1992. The center solved the crisis which produced by the changing environment and the complex attitude of the mainland people as “Crisis handling” in the past decade. However, the crisis could be a serious threat to the center. As a consequence of well preparing for crisis solving, the crisis handing mechanism of the center should be reconsider and be set up through “Crisis management”.
