Crisis Management: The Case of Abrupt Event

摘要

  突發事件係指無法預期,或雖已預期,卻準備不及處理之事件。不論營利與否,任何組織均可能發生突發之危機事件。因突發之危機事件無法事先預防,因此事件發生時的動員與相關處理作業及事後檢討就顯得格外重要。本文列舉突發危機事件之危機因素,並逐項說明如何尋求此種事件危害組織的真正原因及其影響範圍與影響程度。其次,本文亦建構一個突發危機事件的處理階段劃分方法,說明各階段之特性及應籌思之作為,再以一流程圖顯示突發危機事件處理程序與各階段之互聯關係。

ABSTRACT

Abrupt Event is the unexpected event, that is, the event unable to anticipate. Moreover, it is the anticipated event, but less prepare to deal with. Any organization, whether profit or nonprofit, might have abrupt events. Because abrupt crisis event is unable to prevent in advance, it is especially important of mobilization and related processing assignments when the affairs taking place and afterwards examines. This thesis enumerates crisis factors of abrupt crisis event, and explains item by item how to seek the harming organization’s true reasons caused by crisis event and their influence scope and degree. The next, this thesis construct a processing-stage division method of crisis event, in order to explain characteristic of the various stages and achievement should been pondered on. At last the thesis also uses a flow chart to demonstrate the disposal procedure of crisis event and interaction relations of various stages.
