摘 要

    內政部消防署為了因應日漸增多的災難事故， 2000 年起國內各縣市消防單位開始推動事故現場指揮系統 ICS （ Incident Command System ）救災指揮系統，並架構我國事故現場指揮體系的雛形，推動的範圍涵括大量傷病患事故、化學災害事故及山林火災等。在近 6 年來， ICS 究竟帶給消防救災單位多少效益，及其對於災害現場損失控制的能力等相關問題，都值得去深入探索。本研究 係以我國海棠颶風搶救永昌輪為例，探討 (ICS) 實際運作之成敗原因及運用於台灣之可行性，以期於災害發生後，減低人員及財產損失。
