摘要

    本研究收集 921 集集大地震,各層級政府之應變決策、救災人力及資源數量資料,分析各層級政府在應變初期必需採行之重大措施、投入人力及資源數量,並收集日本及國內相關之建議整備數量,結合國家地震工程研究中心所開發之「台灣地震損失評估系統」,於地震發生初期迅速地執行震災損失早期評估,適時提供各級政災損推估,俾能有助於救災人力與資源的妥善配置,爭取救災之黃金時間。

Abstract

This study will collect and analyze the quantification data of emergency rescue and shelter during the 921 Chi-Chi earthquake and then suggest quantification demand from Taiwan and Japan experienced. This study will also establish a procedure for estimating the quantification demand of early emergency rescue and shelter by TELES as a decision-marking supporting toll. The overall goal is to improve the emergency service for central and local governments right after a major earthquake.
