整合層級分析、灰關聯系統理論對台灣安全衛生管理系統建置績效評估之研究

摘要

  行政院勞委會為提升我國職業安全衛生管理水準,有效降低職災,除大幅修改相關法規外,並致力於推動符合本國國情之職業安全衛生管理系統。惟推展至今因樣本數過少,評估期間尚短,故無法有效評估其績效。本研究試圖以學者提出之三種安全衛生績效指標-安全衛生狀態績效指標、安全衛生管理績效指標與安全衛生操作績效指標,整合層級分析與灰關聯理論,建構有效且可行的評估模式,就已完成台灣職業安全衛生管理系統驗證之四個事業單位,探討其安全衛生績效。

ABSTRACT

  To improve the safety and health management quality and reduce the occupational disasters, the Council of Labor Affairs not only revises related laws and regulations, but also devotes to promote an adequate occupational safety and health management system to meet Taiwan conditions of cultural requirements. However, it is still unable to appraise its performance due to small sample size and short appraisal period. This study attempts to establish an effective and feasible evaluation model by using three groups of safety and health performance indicators. Those indicators, proposed by several scholars, include Occupational Health and Safety Condition Performance Indicators, Occupational Health and Safety Management Performance Indicators and Occupational Health and Safety Operation Performance Indicators, and apply theories of the grey relational analysis and analysis hierarchy process. Four business sectors, which have completed the Taiwan occupational safety and healthy management system evaluation, have been chosen to appraise and investigate occupational safety and health performance by applying this model.
