考慮環境永續議題之大眾運輸路線績效評估指標之權重分析

摘要

  近年來,環保意識抬頭,「永續發展」一詞受到政府極力推崇與推廣,「永續運輸」更是受到交通運輸學界的重視。政府政策方面,各種鼓勵大眾運輸的政策陸續推行,例如免費假日休閒公車、鼓勵乘坐捷運系統等。因此,本研究以大眾運輸路線(公車路線)為研究對象,利用分析網路程序法(Analytic Network Process, ANP),從經濟、環境及社會三個層面發展大眾運輸路線的績效評估架構。在評估指標訂定方面,為將專家意見納入考量,故先採取兩階段德爾菲法收集專家意見,並作為設計績效評估指標的依據。最後,應用分析網路程序法決定各績效評估指標的權重,所得結果可作為後續公車路線績效評估之基礎。

ABSTRACT

  In recent years, the rising trend of environmental conscious makes population and government strongly promoting the concept of sustainable development. Therefore, sustainable transportation systems have received much attention. Some government policies emphasize on promoting public transportation system such buses, rapid transit system, free holiday city bus, etc. .This study focuses on public transportation lines, such as bus lines, to construct a performance evaluation framework incorporating sustainable environmental concept in terms of economic, environment and social dimensions. Furthermore, experts’ opinions are collected by applying the Delphi method and the incorporated into the evaluation indexes. Finally, analytic network process (AHP) method is applied to determine the weights of each evaluation index. Results of this study can be a foundation for further studies about performance evaluation of public transportation lines.
