道路危險物品運送風險控制分析

摘要

  就國內危險物品道路運送現況風險評估,與先進國家相較我國仍有部分待改善空間。雖然在大多數情況下,完全排除風險並不容易,但吾人卻可以運用一些方法將風險大幅降低。本文以此為目的運用「風險控制主選單」及「風險控制選擇矩陣」兩項工具,發展之風險控制計有危險物管理、包裝物管理、車輛管理、訊息溝通、安全控管、保安控管、道路控管等七大類組,提出之控制方法計34項,並以C1~C34作為控制方法編號,以尋求大涵蓋面之危險防禦網。

ABSTRACT

  One of the previous works reports that a higher average risk was assessed in the transport of dangerous goods by road in Taiwan. It is correlated directly with the result, a further action of the analysis of risk control was undertaken. In most cases it will not be possible to eliminate risk entirely. However, it will be feasible to significantly reduce it through risk reduction options available. In the present work, The Macro Options List (MOL) and Control Options Matrix were applied as the risk control option analysis tools. The results show that thirty four Risk Control Measures were derived through the guiding of MOL and COM. They were coded from C1 to C34 and categorized into seven groups in order to build a safety net which covers all aspects of DG road transport operation.
