運用作業風險管理探討負面選舉手段的危機管理

The Study of Crisis Management of Malicious Election Approaches by Using Operational Risk Management

　　選舉是民主時代的象徵，透過選舉的制度，可以讓人民成為真正的國家主人，但這必須是在人民的意志沒有受干擾的情況下，選舉的結果才能真正的表達人民的心聲。但是某些候選人為了能夠順利在選舉過程中勝出，而使用一些不良的手段，因此本研究將此種手段稱為「負面選舉手段」。
而在選舉過程中，任何變數的投入，都會有不同的風險產生，因此本研究採用「作業風險管理」的六大步驟來進行研究。作業風險管理是一套能夠事先提出預防辦法的分析工具，藉由該工具的協助能將潛在風險找出，並提昇整體作業能力，以達到最大利益為主要的目標。

ABSTRACT

　　In a democracy, people show their opinions through an election. But, some of candidates in the election possibly use disgusting means for win. In this study, we claiming those disgusting means are “Malicious Election Approaches”.
　　During an election, every political ploys must produce some risks. Therefore, this study adopts six types of operational risk management tools. The tools not only find out the potential risks, but also enhance capabilities in all.
