以AHP建構港區防救災能力評估指數之研究

摘要

  臺灣為海島國家,維繫經貿產能主要依賴海運與空運之連繫,其中港埠(port)為海陸運輸的門戶基地及國際貿易之樞紐,為商船暫居處所與客貨集散之地,足以影響一國政治與經濟興衰。建立一個安全無虞的優良投資營運環境吸引航商前來國內港口泊靠,港區持續運作對臺灣貿易經濟有重要影響,也是影響臺灣安全相當重要的課題。本研究提出以層級分析法(analytic hierarchy process, AHP)為港區防救災能力評估架構,其評估架構計區分組織運作、裝備設施、訓練支援及監控應變等四個評估項目及消防人員編配比等17項影響因子進行評估,多面向的評估指標,獲得安平港所具備之港區防救災能力指數為6.8介於良好與普通間,並依研究結論提出:(1)應持續精進災情通報系統獲得與功能之提升;(2)編組充足的防救災員額,並提高人力補充等兩項建議供參考。

ABSTRACT

  Taiwan is an island nation, to maintain the economic capacity of the main dependent sea and air links, which harbors (port) as the gateway to the land and sea transport base and the hub of international trade, temporary premises for the merchant and passenger distribution of land, enough to affect a country's political and economic prosperity. The establishment of a secure operating environment to attract good investment of domestic shipping companies to come to park by the port, the port continued to operate the economy of Taiwan has an important impact on trade, but also affect Taiwan's security is very important issue. This study proposes to AHP (analytic hierarchy process; short AHP) for the port anti-disaster capacity assessment framework, the distinction between organizational assessment framework meter operation, equipment, facilities, training support and monitoring of response and four firefighters assigned assessment project ratio of 17 impact factors assessment to multi-faceted assessment of indicators of access to Anping harbor possess anti-disaster capacity index of 6.8 between good and normal, and according to research conclusions: (1) should be continued sophistication disaster reporting system to enhance access and performance; (2) marshalling adequate staffing disaster prevention, and improve human complement other two suggestions for the reference.
