大學立體停車場之管理辦法之研究—CSU的個案探討

摘要

  台灣地區的土地資源有限,都會地區的 大學也面臨教職員工的停車問題。停車場之規劃往三度空間發展,以充分利用土地資源。而立體停車場的出入均需由一樓出入。 管理辦法的良窳便會影響停車場的使用績效。採用固定停車位的管理方式固然有管理簡便與減少尋找空車位時間的優點,但是高樓層的車位較低樓層所需花費的時間與燃油,形成某種程度的不合理。而且大學教授 的作息方式並非朝九晚五的上班方式,固定停車位會形成車位利用率不良的缺點。採取先到先停的方式可以提升高價值車位的利用率,減少整體的停車距離,給予整體員工更大的滿意度而且有助於節能減碳的政策。 停車場的收入是私立學校財源之ㄧ,在財務拮据的現況,也有助於校務之發展。採用先到先停的管理方式,學校可以合理計算,超賣停車位而增加收入。

ABSTRACT

  Land resource is very limited in Taiwan, universities in urban area face the problems of allocating parking space to fulfill the needs of parking for its faculties, staffs and students. To fully utilize the land resource, parking facilities are expanded vertically to gain extra spaces for parking. However, the entrance and exit of all vehicles parked on all floors is located on the ground floor, therefore, the management regulations of parking garage will affects its utilization. Specified-parking-space (SPS) is easy to manage and reduce the time to locate space available for employees. However, the vehicle specified on the second or higher floor will spend more time and fuel to park. Unfairness does exist in this situation. Unlike the nine-to-five employees, working hours for university faculties is not fixed nor does students time, SPS leads a poor utilization of garage. Using first-come-first-serve management will increase the utilization of higher values parking spaces, reduce the total parking distance. A greater satisfaction to all faculties and students will be expected. The parking fee can be reduced due to the higher utilization while the total revenue increases. For private schools the increased revenue is important.
