摘要

  近年來勞委會持續推動降低工安意外發生的方案,但工安意外數據卻無法持續降低,推行如「屋頂墜落災害預防策略」、「營造業墜落、滾落災害防止策略」等方案已面臨瓶頸,如何突破現有狀況並降低工安意外,已成為勞委會首要改善目標。 本研究運用作業風險管理(ORM)分析手法,找出潛在的危險因子進行風險評估後,進一步得知關鍵改善因子;找出最適當的風險控制方法,再依風險控制主選單(MOL),提出有效預防工安意外的模式,使成為個案公司之勞工安全自主檢查範本。
  本研究透過個案公司的工安事件探討戶外配電之「關鍵改善項目」,發現風險等級最大的危險因子中都屬於「人員」所衍伸出來的潛在危險,原因在於人員於作業前、作業中及作業後的疏忽,進而造成工安意外。

ABSTRACT

  Recently, the Council of Labor Affairs tried to descend the number of labor accidents by constantly enforcing related plans. However, the numbers can not be reduced as its expectations. For example, ‘The strategy to prevent roof-top fallen’ and ‘The strategy of preventing fallen and trundle in construction industry’ are in bottlenecks. How to overcome the harsh situations and decreasing the rate of accidents of labor is the first improve to the Council of Labor Affairs. This study applies combines the operative risk to management, ORM, in this research. First, it seek out the potential factors of dangerous and analyze them. The second, by using the contradictory matrix of new theory, to find out the best solution of risk controlling. Finally, compared with the main options of risk controlling, MOL, this dissertation brings up an effective model of preventing labor accidents. It becomes the model of self-manage on labor safety in the case. This research probes the ‘key points to approve’ in the outdoor power distribution by case-study of labor accidents. It finds the most dangerous factor comes out from ‘workers ’potentially. Because of the ignorance from works before-working, on-working and after-working, it make labor accidents happen.
