國籍民用航空業旋翼機之飛航事故風險管理研究
-以事故原因為例

摘要

  近年來風險管理已經從理論演變成科學的實作方法,其精神並不是要完全避免風險,而是尋求科學的方法降低風險。飛航事故所帶來的代價往往非金錢可衡量,故飛安風險管理最終目的就是希望追究其原因,並預防潛在風險因素的發生,以減少飛安風險事故之衝擊。本研究應用風險管理之程序於國籍民用航空運輸業旋翼機航空安全之探討,以行政院飛安委員會1991-2012年飛安統計資料及民用航空局飛安事故資料,進行風險管理的研究,並依據風險評估結果研擬旋翼機之飛安風險管理策略。

ABSTRACT

  In these years, the risk management had enhanced from theory to an activity of science. The point of risk management is not to avoid all the risk, but to face the risk by using a systematic way which can reduce the risk. Aviation safety risk management is very important, the ultimate purpose is to investigate the causes and prevention of the occurrence of potential risk factors, in order to reduce the impact of the accident. This study according to Aviation Safety Council 1991-2012 Executive Yuan of Civil Aviation flight safety and flight safety incidents statistics, study on risk management procedures at the national civil aviation transport Rotor-Wing Airplane , and based on the risk assessment results suggest to the risk management strategy.
