運用作業風險管理來探討地下管線之危機管理

摘要

  針對2014年8月31日高雄地下管線氣爆事件,本研究運用作業風險管理工具,探討地下油管之危機應變處置及安全管理,相信此氣爆事件應該是可預測並可避免之人為災害。地下管線因埋設久遠,以至於問題錯綜複雜。過去或因施工成本過高且繁雜忽略地下埋管標準程序,甚或疏於維修,導致管線遇到緊急突發狀況時,消防單位無法找出問題之緣由以至於無法及時減低傷害。本研究循5M、魚骨圖、風險評估等作業風險管理工具,對地下油管安全管理進行分析,以確保地下油管的安全運作。

ABSTRACT

The underground gas pipeline explosion in Kaohsuaing City, August 31st, 2014 initiates current study since we believe, in application of Operational Risk Management (ORM) tools, the crisis responses and safety managements to prevent such public disaster could, and should be predictable and preventable. Lack of SOP for the underground gas pipelines constructions, either due to excess build-in costs; complicated constructive consideration; or low-maintenance programs; are majors causes that the fire department cannot trace the leaking sources, reduce the damage, and lead to this human-made disaster. Counter- measures through ORM tools, such as 5M; fishbone diagrams; risk assessment; are introduced to reduce the occurrences of gas pipeline explosions, and effectively ensure the property and human live safety.
