飛航組員資源管理CRM訓練之關鍵因素評量

The key Evaluation to the Flight Cockpit Resource Management Training

摘要

  近年來台灣飛安事故不斷頻傳,主要原因乃源於組員資源管理不佳,如監控及交互檢查的不確實,而嚴重影響飛航安全。因此有效的組員資源管理訓練可能是失事預防的最後一道防線。本研究運用國際民航組織(ICAO)及國際空運協會(IATA)推動有關實證訓練Evidence-based Training (EBT) 建構飛行階段遭遇緊急狀況(系統故障及惡劣天候)飛行座艙資源管理關鍵因素評量指標。 研究結果顯示關鍵要素在個別飛行階段分別為「溝通Communication」及「問題解決和決策下達Problem Solving and Decision Making」;「領導與團隊合作Leadership and Teamwork」、「狀況警覺Situation Awareness」、「程序應用Application of Procedures」。飛航組員如妥善管理飛行中面臨危險情況及應用組員資源管理訓練模式建議,即可以減低人為操作失誤,進而增進飛行安全。

ABSTRACT

In recent years, Taiwan aviation accidents continue to occur. The major causes are contributed as poor crew resource management, such as lack of monitoring and cross checking. Therefore, effective crew resource management and accident prevention trainings may be the last defense. In current study, Evidence-based Training (EBT), proposed by ICAO and IATA, is analyzed and provide effective key indexes for evaluation on flight emergency situations and CRM procedures for Taiwan helicopter pilots. Investigations indicate that the key elements to promote effectively flight safety of helicopter operations at different flight stages are: 「Communication」and「Problem Solving and Decision Making」;「Leadership and Teamwork」;「Situation Awareness」. Promotions on crew resource management training provide recommendations, so that flight safety management in accident prevention and flight training performance evaluation of reference can well reduce human error, thus, increase flight safety.
