台灣南部某機場軍用航空器機務人員維修作業風險管理探討

The Study of Operational Risk Management for Military Aircraft Maintenance in an Airport of Southern Taiwan

摘要

  近年來多次發生國軍人員修護失慎導致人員傷亡事件,而此刻國軍正積極進行組織精簡和人員縮編,在工作業務激增的情形下,若人員不能運用作業風險管理機制,預知風險進而避讓危害,讓錯誤一再重複發生,終究肇致無法挽回的重大傷亡事件。 本研究以軍用航空器停機線機務人員為例,透過問卷調查與分析,了解停機線機務修護人員對作業風險管理諸般作為與風險產生肇因。經分析與資料比對,發現停機線機務人員都會使用作業風險整合軟體,進行作業風險研析,對於缺乏軍用航空器專業維修知識進行維修,導致發生手部割傷具有高度的認同感。 運用單因子變異數分析,將人員基本屬性與問卷各個構面比對,研究顯示「年齡」以36歲以上對問卷所有構面平均數高於其他組別;「階級」以尉級以上軍官對管理評量與軟體評價、士官長階級對管理認知與危害肇因,平均數高於其他組別;「年資」以十一年至十五年對軟體評價、十六年以上對管理認知、管理評量與危害肇因,平均數得分高於其他組;「職務」以主官(管)對所有構面平均數得分最高;「學歷」以碩士對所有構面平均數得分最高;「軍事學資」以士官長正規班對所有構面平均數得分最高。最後以本研究結果,提出相關結論與建議,期待對停機線作業風險管理作為有所助益。

ABSTRACT

Considering the increasing personnel injuries caused by careless maintenance of military personnel in recent years, and the organizational and personnel downsizing in the national army, if the personnel can’t utilize the operating risk management mechanism to predict the risks and avoid the hazards under the circumstance of increasing work businesses, the mistakes may occur again and again which result in heavy causalities beyond retrieval. This paper takes the maintenance personnel at flight line of military aircrafts as the subjects to learn the causes of operating risks and how the personnel deal with the risk management by questionnaire survey and analysis. Through analysis and data comparison, it is found that the personnel use the operating risks integration software for the operating risk analysis, and show high sense of identity to the cut on hands due to maintaining without enough professional maintenance knowledge. With the One-way ANOVA Analysis, the basic personnel attributes and all dimensions of the questionnaire are compared. The research shows that in terms of age, the average scores of over 36 years old are higher than that of others in the questionnaire; from the aspect of the dimension military ranks, the average score of officers higher than company officer in the management and software assessment, and the average score of master chief in the awareness of management and hazard causes are higher than that of other groups. People with experience of 11 to 15 years get the higher score in software assessment than others, and people with experience of 16 years get higher scores in management awareness, management assessment and hazard causes. From the perspective of position, the average score of supervisors are the highest in all dimensions; with regard to the educational background, people obtaining master’s degree get the highest score in all dimensions; and for the military educational background, people from regular class for master chief get the highest average score. Finally, this paper proposed some conclusions and suggestions, which are expected to be beneficial to the operating risk management at flight-line.
