摘要

  颱風、水災與土石流為台灣地區最常見的天然災害。精神照護機構學員、住民或病人因思考與行為模式不同於一般人,災害發生時的應變能力堪憂。災害管理的「減災」與「整備」階段更加重要,以提升機構的災害韌性。完善的防災準備相當重要,而首要課題為精神照護機構對自身的災害潛勢必須確實瞭解。本研究以33家機構為例,探討土石流與洪水災害潛勢地圖。其次,採用訪視方式對機構特性進行實地調查,評估天然災害的潛勢。在人力與經費有限條件下,區域性災害風險調查日益重要。本研究獲得的結果可提供其它精神照護機構參考,有助於對災害防救與應變計畫的擬定。

ABSTRACT

Typhoons, floods and landslides are the most common natural disasters in Taiwan. How to ensure the safety of numerous patients whose thinking and behavior patterns are different from the normal is an important issue in psychiatric care facilities. The mitigation and preparedness stages of Disaster Prevention and Response Plan are especially crucial to increase disaster resilience mechanism of facilities. This study investigated the inundation potential maps of 33 psychiatric rehabilitation facilities and psychiatric nursing houses in Taiwan. Inundated heights were evaluated. Then, on-site visits and surveys were conducted to analyze the possibility of earthquakes, landslides and other natural disasters. The results may provide other psychiatric care facilities to refer.
